I just need something with basic tools and the liquify tool. I have a free download of photofiltre already and it doesnt have liquify.

Go to http://www.adobe.com and register first.You will need an account for the next step.
Log in with your account. Look for Photoshop (CS3 or CS4), click it then on the left side of the screen there are options whether to buy, click TRIAL version.

The most popular "Photoshop Alternative" is GIMP: http://www.gimp.org.
It’s fairly well documented on the web, and cross-platform too. I’d consider having a look at that.
